Description:

ElementBoundsError is raised to report an error that anElement is out of bounds 
(e.g. cannot be put into a collection).

Instance Variables:
    parameter - the element that is out of bounds.

Class protocol:

 initialize

 isProgramError

redefined in all exceptions which are programmer's errors,
and which should probably not be ignored.
I.e. a global error handler should reject and let a debugger get control.
